2000 × 667
Bluesky's app crops a banner to 3:1 and shrinks large ones to 2000 px wide. The studio's 3:1 frame is the same shape.

Measured on bsky.app on a desktop: the banner shows as a wide strip, so about an eighth is cut from the top and from the bottom, and your avatar sits over the lower left.

Six to start from
Rendered at 3:1 by the studio's own renderer. Each opens there at this size, ready to change and export.
Any size works if it's 3:1
Bluesky's app crops your upload to 3:1 and shrinks large files to fit under 1 MB, so a bigger file is fine. The 4K export here is 3840 × 1280; the app does the shrinking for you.
Keep words in the middle
On a desktop the banner loses a band at the top and the bottom, and your avatar covers the lower left. Screen sizes vary, so keep any words away from every edge.
Why a gradient
A banner is seen at many sizes, from a full profile to a small card. Soft colour still looks right at all of them, and it doesn't fight with your avatar.
